The Challenge

What GC3 Did
- Developed eight digital capability concepts spanning IA’s four audit themes, ready to present to government departments and stakeholders
- Framed how data-driven, interactive approaches could replace static audit reporting for national infrastructure
- Supported the discovery phase, informing IA’s longer-term shift toward a data-driven audit methodology

The Challenge
The SEQ Digital Twin Program needed a procurement strategy, market engagement, and an independent digital twin expert to support the government team through a complex, first-of-kind procurement.

- Developed the procurement strategy and brief, defining how the SEQ digital twin capability would be brought to market
- Assessed market responses, providing independent analysis to inform evaluation and decision-making
- Acted as client-side digital twin expert, providing guidance, peer review, and clear insights to support the government team throughout procurement

- Developed the business case for migrating Powerlink’s capital delivery data, connecting the investment rationale to asset management and program outcomes
- Defined the information requirements for major capital works, specifying what data needed to be captured, structured, and maintained
- Aligned both workstreams to Powerlink’s regulatory context and capital planning criteria

Titles Queensland needed a technology design that would enable its land and property data to contribute effectively to the Queensland spatial Digital Twin program.
What GC3 Did
- Developed the technology design connecting Titles Queensland’s land and property data to the state spatial Digital Twin
- Defined how the agency’s authoritative cadastral and title data could be structured and published for use across government
- Aligned the design to Queensland’s spatial data standards and the broader state Digital Twin architecture

The Challenge
The Suburban Rail Loop Authority needed a digital twin blueprint, an integrated digital strategy, and a procurement approach to embed digital capability into one of Australia’s largest infrastructure programs from the outset.
What GC3 Did
- Developed the Digital Twin blueprint defining the capability architecture for the program
- Developed the digital strategy combining Digital Twin, AI, and data into a single integrated program approach
- Developed the procurement strategy to bring Digital Twin capability to market at the scale the program required

The Spatial WA Digital Twin program needed independent assurance and interface leadership to manage the complexity of delivering a state-wide spatial Digital Twin across multiple agencies and data custodians.
What GC3 Did
- Acting as independent interface lead, coordinating delivery across agencies and data custodians contributing to the spatial Digital Twin
- Provided delivery assurance to maintain program integrity and identify risks as the project progressed
- Ensured the technical architecture positioned the Spatial WA Digital Twin as the authoritative spatial data platform for Western Australia
